IRC Policy

Introduction

The KampungChat IRC Network is an Internet Relay Chat (IRC) network aimed at providing a comfortable and safe chatting environment.

All information contained within KampungChat’s policies and procedures includes organizational structure, administrative procedures, and services provided.

It is KampungChat’s goal to enable users to chat comfortably and safely on this server, supported by staff who can assist when needed. As a KampungChat user, you are required to adhere to all established policies and procedures and refrain from engaging in any illegal activities on the server.


Services Provided at KampungChat

A. Channel Registration
Users can easily register their own channels, unlike on some servers where it’s more difficult to do so. KampungChat offers Chanserv as a service agent for channel registration, allowing users to assign various powers such as Super OP, Auto OP, Half OP, and Voice OP to channel members.

KampungChat reserves the right to suspend and close any channels engaged in prohibited activities such as drones, warez, flooding, or any actions deemed to compromise the safety of the KampungChat server.

B. Nickname Registration
Users can register various nicknames that suit them. Nicknames must be registered with a valid email because you will receive a code from the service to complete the nickname registration process. Incorrect or non-functional email addresses will prevent successful registration. Any nicknames deemed inappropriate will be dealt with decisively by KampungChat staff.

Users are discouraged from sharing passwords with others; if such activity is detected, the associated nickname may be suspended. This precaution is to mitigate risks such as nickname takeovers and misuse by others to harm users.

C. IRC Operator Services
IRC Operators at KampungChat offer services to help users resolve issues related to the services provided. Additionally, they are responsible for overseeing user behavior and maintaining server stability.

Organizational Structure of KampungChat

A. Chief Executive Officer (CEO)
The CEO of KampungChat is the network’s founder and is overall responsible for server development and direction. The CEO performs these duties with support from the Co-Founder and other Executive Members (EM).

B. Executive Members (EM)
Executive Members (EMs) support the CEO in policy and procedure planning to achieve KampungChat’s goals and server direction. EMs also monitor new servers on KampungChat and have the authority to reject them if deemed necessary.

C. Server Admin
Responsibilities of server admins include:

  • Monitoring server conditions and maintaining technical server readiness and upgrades.
  • Adhering strictly to policies and procedures during duties.
  • Providing input to other admins, CEO, and EMs as required.
  • Performing duties with dedication, professionalism, and readiness to assist.
  • Monitoring the progress of all IRC Operators.
  • Conducting duties transparently and meticulously.
  • Promptly reporting any issues to all staff.
  • Recommending suitable users for helper and staff roles to EMs.

Server admins are not allowed to:

  • Modify servers or IRCds without CEO and EM approval.
  • Link unofficial servers to KampungChat.
  • Execute actions like kill/gline/shun/suspend/forbid against users without solid justification.
  • Refuse assistance to users without valid reasons.
  • Miss meetings without prior notice.

D. IRC Operators (IRCops)
IRC Operators at KampungChat assist server admins in helping users and ensuring the safety and stability of the KampungChat server. Their role in user assistance is crucial, and they are responsible for reporting any issues to server admins, EMs, and the CEO before taking action.

E. Regulations

  1. Linking New Servers to KampungChat
  • a) Completed application forms should be sent to [email protected]. Application forms can be obtained at the following address.
  • b) After evaluation and analysis, the server admin will be called for an interview regarding themselves and their server. Upon approval by the EM and CEO, the server will undergo a 30-day link test to assess its strength and resilience.
  • d) During this period, the server admin will only have the rank of Local Operator within their server. The number of users the server admin can bring in will also influence the final decision.
  • e) If the server passes the 30-day test as stipulated, it will be accepted as a permanent server but will remain under observation for 3 months. The server admin will be promoted to server admin rank but will not receive access to services.
  • f) After 3 months, the server will be reassessed for quality. If approved by the board members, the server admin’s rank will be upgraded to services operator and server admin within their server.
  • g) It is also important to note that the title of Network Admin is reserved solely for the CEO’s use within the KampungChat server.
  • h) Server admins can only recommend eligible users for helper and IRCop roles to EMs and will subsequently be screened by EMs. Server admins are not allowed to appoint IRCops or helpers arbitrarily. If found doing so, disciplinary action may be taken against the server admin.
  • i) Only Dedicated Servers with static IPs are permitted to apply for linkage to the KampungChat server. KampungChat will not accept applications using Virtual Private Servers or Shell Accounts.
  • j) Only servers approved for IRC purposes will be accepted. Servers acquired through illegal means will be blacklisted.
  • k) Servers will only be accepted if more than 50% of staff members agree through voting.
  1. De-Linking Servers from KampungChat
  • a) Server admins must inform the CEO or EM of their server status and any issues faced for prompt action.
  • b) Server admins are not allowed to de-link servers without a 24-hour notice. Failure to comply will result in the server admin’s nickname being blacklisted by KampungChat.
  • c) Servers will be de-linked if server admins or server staff engage in mass inviting/cloning drones/warez or flooding that threatens KampungChat server security.
  • d) Servers will also be de-linked if any staff/IRCop behaves improperly towards users (abuse).
  1. Meetings
  • a) If staff cannot attend meetings as scheduled, they must inform the CEO or EM via email or memo promptly. Failure to do so may result in disciplinary action against staff.
  • b) All decisions made during meetings are considered directives and regulations to be adhered to by all KampungChat staff without question. Any queries or doubts should be addressed during the meeting, as appeals afterward will not be entertained.
  • c) All staff members have the right to voice their opinions during meetings, but final decisions lie with the CEO and EM.
  • d) Any changes to KampungChat policies and regulations will be promptly communicated through this website for user awareness.
  • e) All KampungChat users have the right to propose information or agendas during KampungChat staff meetings. All information can be sent to This email address is being protected from spambots.   1. Reporting Misconduct by KampungChat Staff
  • a) Please contact the CEO or EM if you observe staff abusing their authority via email at [email protected] for appropriate action.
  • b) Provide details about the staff member’s nickname and logs for investigation purposes.
  • c) Also note that KampungChat staff use the @staff.kampungchat host.
  1. Actions Against Misuse of Authority by KampungChat Staff
  • a) IRCop status will be revoked immediately.
  • b) If involving server admins, the server may be de-linked.
  • c) The staff member must publicly apologize to the affected user.
  • d) Demotion to a lower rank.
  • e) Removal of the staff member’s rank within the service.

KampungChat strictly adheres to all policies and regulations established for mutual well-being. KampungChat places significant emphasis on fostering a friendly and close relationship between staff and users.
